I'm no expert but I have had good luck by first getting all the rust cleaned up, wipe everything down with some acetone to get rid of any residue, dust or oils (be fast, it will eat up surrounding paint) and use some kind of etching... Rust-Oleum sales self etching primer that seems to work...

That's cool. I have about half a dozen nice local trails but nothing with water except for under the Van Buren bridge (a main thoroughfare near me) but that's more of a hobo village that offroad area. I had to stop and air down to get out of that spot... there's deep sand all around that...
