Our '03 GMC with an LM7 (5.3L V8, woo!) just hit 204k on our Death Valley trip, We keep up on maintaince on the thing and we're expecting to get another 100-200k out of it. My partner LOVES the truck.

Yeah.... IFS isn't cheap to lift or increase suspension performance on. The upper control arms need to be replaced in general to allow more droop. Coilovers are always going to be $$$ and then all the other bits add up.
Front UCA's and coilovers should get you 2-3" with a major increase in performance. UCA's will allow more wheel travel and to make better use of the fancy pants coilovers when he upgrades.

We have a 5lb tank, its a great size for truck based stuff. We don't have ours with a bracket or mounted but we just shove it in a box and it works great for that.
