Bottom line: I have the compact Cobra CB with all the controls in the mic. I just bought the midland mxt275, which is the GMRS equivalent.
I realize most are moving towards GMRS over CB for overland/off-road comms, but I've found value in having the CB during road trips for traffic updates...
No, GPS does not have to be turned on. You could be beaconing packets for a fixed location. The only real requirement is to have CTCSS on. That said, if you were using the HT in a vehicle, I'd turn it on and use a 12v car charger to keep the battery topped off.

Respectfully, no way a handheld FRS/GMRS radio is getting a 27 mile simplex range under anything but extraordinary circumstances, such as mountain top to mountain top, or over open water.
I'm not familiar with frequency alert, but yes, voice alert should work on any radio capable of CTCSS/tone squelch. (Obviously some form of APRS is necessary too, whether built in to the radio, or with a separate TNC and interface such as APRSdroid.)

Yup, that's correct. You just send the message to "SMSGTE" and in the body of the message you write "@1234567890" for the phone number you want it to go to, and then immediately after that whatever you want the message to say. You can create aliases for phone numbers on the SMS gateway website...
You could use SMSGTE to try to send yourself or someone you know a text message. That would be an easy way to test it. You can also message WXBOT and say something like "Chicago, full." It will respond with a forecast if it's up and running.
