It's a standalone app so once you download it you'll never need cell or wifi. That's one of the things I prefer about it vs Gaia. The app is huge but if you're worried about storage space on your phone/tablet the maps are available in geographic sections. Like east, central, west, and Alaska.
Yes you can keep using your OE wheels. The only reason to change them would be if the tire you were looking to run were too wide for the recommended wheel width. If you have clearance issues you can always run hub centric spacers to push them out.

Spacers wouldn't be any different than wheels with a equally positive offset when it comes to wheel bearing wear. I never wanted to run spacers but when I added another 1.25-1.75" of lift with independent suspension the wheels sucked right in. Now I'm waiting for my 25mm spacers to get here.
