Only 3G or LTE models have "GPS", WiFi Only models require you to tether.Not to step on @stainlessdoctor ...
It looks like a Ram Mount, and "Gaia GPS".
Not all iPad's have GPS chips in them. You may have to tether it to your iPhone to get it to work if your iPad doesn't have a cellular card in it.

Correct, RAM Mount, GAIA app running in iPad mini. And I am using a "DUAL GPS BLUETOOTH" receiver to send the GPS signal to my wifi only iPad.Not to step on @stainlessdoctor ...
