Sounds like the simple solution would be to not allow trailers on that trail. I haven't been on it so I can't comment on how difficult it would be to back a trailer all the way up that section or at what point you would be able to legally turn around.
That would be a very tough thing to do, as the Elephant Hill Trail is a gateway to millions of acres of BLM and National Forest lands to the south of Canyonlands NP, if you have the fuel capacity and time, it is a very interesting route over to the Maze District. Unfortunately, your phase, "simple solution would be to not allow trailers" is the solution proposed by many folks/groups/organizations that would see all vehicles banned from all trails. For us overlanders, it is all about taking personal responsibility, and policing our own. If not, back to my major point. I don't want to loose access because of a few mis-deeds by a few people..
