I heard another option to making lights up high legal is that they default to point straight up.
I've seen some mounts that do this, they hinge and point to the sky, then rotate down/forward when needed, I guess that's legit.
In fact, the one I saw was a LED bar light.

I'm a little disappointed in the Cummins engine specs.
It has 267 hp (120 kW) @ 3,600 rpm, 267 ft-lbs (362 N-m) torque at 1500-3,000 rpm, and the engine itself weighs in at over 500 lbs!
Not a big performer, but for a retro-fit engine maybe not too bad, and depends greatly on what the vehicle...

3500 lb is well within the vehicle capability for sure but you've found the weak spot... engine power. It's actually got equivalent power to the previous 1GR 4.0L V6, it just doesn't feel like it!

A tall Jeep will fit, but most anything on top of a rig will get ripped off.
This is fun to drive through, everyone should experience what total darkness is at some point. It can be un-nerving if you've never had your eyes completely not adjust to that kind of darkness.

I have an 80 series Landcruiser. Different vehicle, but I upgraded from the factory brakes to a good aftermarket rotor and pad set, along with braided brake line extension replacements, and it made a noticeable difference in stopping performance.
