I've repaired 3 of my 4 flares and one I've done twice! I like the look, but they are a bit of a pain.
Twice, it happened when I was backing up and caught my mud flap between my tire and a rock and it ripped the flare right off. The other time I came off a ledge and landed on the mud flap...

Have you checked all the fasteners and attachments for tightness?

In my current enclosure, it has a thin vinyl floor that really doesn't do the job well.

I got tired of tightening down my tent cover using the double d-rings with straps. They are too time-consuming and I don't think they're all that effective at staying tight enough over long drives.

I would say that is particular to your state, but I also imagine that it is a matter of preference and not mandated.
Check here or here, or maybe even AAA for your state, but I have never seen it get that specific.

Maybe similar but not identical, I'm sure there are a few like this, I guess what I like about it is the height adjustability with straps, and the simplicity with which it mounts to the vehicle.
It looks quick and easy to deploy and put away, like ASPW says, "zero hassle factor".
