I've just start working on finding and trying to link up a bunch of the NY state forest trails (seasonal use roads) with as little pavement...
If we are talking about only 5 individual tools (not tool sets or multiples of varying sizes)
1) Big F'in Hammer
2) Vice grips
3) Adjustable wrench
4) Big screwdriver(small pry bar)
5) Strong sharp Knife or Leatherman
Wrap them in an old towel and shove under a seat

Not sure what your build specs are, but another quick thought ... Lockers ... while they might be pricey, they ARE worth every penny and can work to maximize the abilities of whatever tires you run.
Best mud tire .. mud only ... look at what the hardcore mud bog trucks run .. custom cut tsl's or bogger, agricultural tires, etc ... not saying any of these are very friendly on road (and some aren't even street legal) but are virtually indestructible (other then road wear) and the will sling...
