I have a similar ordinance and have fought it with my HOA...and won. I run a business from home and my garage is used for that. My parking garage at work is another matter. I LITERALLY have a half inch of clearance.

I am not sure about a vehicle specific set of tools. I know that most of the sizes on my JKU are 10, 13, 15, and 18 MM. A good set of combination wrenches, sockets, and a couple of sizes of crescent wrenches would go a long way. I would think anything beyond that would mean serious trail damage...

I do all of my own work. I also try to make my own stuff if it's cost effective. If it's cheaper to buy a part, I'll buy it. The only exception to this are the 10 free oil changes on my rig. After that I'll do my own.

In my experience modding a vehicle means more repairs. It's just an acceptable fact of the process. It doesn't mean the mods are (normally)wrong, it just is what it is.

Post pics of the front end. I'd like to see the components so I can get an idea of what may be incorrect.(if anything) The JK is very poor handling when lifts are incomplete.
A lift that high will need LCA's, drag link flip kit, longer sway bar links, etc. I don't know what your kit consists...
