Yes, these sites can only be used by licensed hunters with the WMA stamp. And if they ask say your hunting. That said. they do allow two tents/ site, and you only need one person / site with the license.

Ok I just called the ranger station. To stay at Holder mine primitive sites you will also need a small game hunting license & WMA stamp. If you do not want to purchase a hunting license you can stay at the mutual mine primitive sites which is not too far away.
The reserved sites online are for the full facility part of Holder mine campground. The primitive section is across the road and there are approximately 60 or 70 primitive sites you can choose from. And you pay $10 in an envelope and put it in the box and you should be good to go.
