Like @madcratebuilder said, it can be different in every state. A lot require them to be covered, but haven't heard anything about where they can or can't be mounted. In Minnesota you can have them above the headlights, but can't have them turned on while driving on any public roads.
It depends on how you download it on BCN. I download everything to the main cache and don't do separate folders. You could download into separate folders, and if you go from an area in one folder to an area in a different folder, you would need to select that folder to have the tiles show up. If...
I'm relatively similar where I run two plastic bags, but keep them in the Trasharoo on my spare tire. When full I find a place to dispose of them, or depending on how long the trip is, I'll just bring it home and dispose of it there.
I believe it does. I've downloaded some MVUMs and imported them into BCN and they layer over the current layer I have. I'd have to play it with more, but I vaguely remember doing that a year or two ago.
If you're going to be leaving it outside in the elements, I don't know that I would go for one of the Swedish ones. Not because they can't take it, but because of the price. I'd rather leave a less expensive (ie. Fiskars) axe on the outside if it's going to be in the elements, and rarely taken...

I have a 10" Samsung tablet that I use, and I wouldn't want one any smaller. I use BCN and have no experience with Gaia. BCN is nice, but if you don't subscribe for certain maps, some of the maps are pretty old..

Does the area need to be within a certain distance (mileage or time) of your home?
I'll echo some of the suggestions and say 20-25 psi. Look to see what the bulge looks like when you're airing down, get out and feel the sidewall when you're driving. If it's too hot to keep your hand on it, put more air in.
