Are you the same person on WF? If so, check out these guys and their inventory (They are in VA.) Call 'em and tell them what you are looking for. They might be able to put you in the right direction.

This is the way I understand it now....
You can still drive north to the VA. State line with no issues at all. If you are going to park (set up shop to surf fish, swim or what have you) you will need to buy a pass Because you are now parking on the beach.
Do you research if you plan to go.
