I have a fiberglass topper/shell that I end to get a liner for. When I sleep in the bed of my truck I go to sleep dry and wake up with blankets and pillow damp or wet due to condensation. I'm looking for ways to prevent this. Does or has anyone had this issue and how did you resolve it?

If it has windows with screens crack them open, buy and try a small tent fan. Your issue of lots of condensation is the moist air you are exhaling has no where to go. You need to circulate fresh air in and around your sleeping area and moist air out. This is why most campers have roof vent fans.

As @Patriot stated you have to circulate air. I had a front slider in my topper and put a small 12v fan in it blowing out, then cracked a side window. If you have no side window just leave a gap in the end lift window.
Works great, although in cold weather you need an extra blanket :)
