Options for quick and easy removable cover and in truck bed secure storage

Hey all,
I have a 2016 Toyota Tundra with a 5' 7" bed. I upsized from a 2014 4Runner to the Tundra because I now have 2 big dogs and 2 kiddos. I found loading and unloading everything into Rubbermaid beings, then loading the roof rack was incredibly time-consuming. I'm trying to come up with a system where I can have secure storage in my bed without the need for a topper. I have a Snugtop now, and I find it's really a pain to take it on and off when I need to use the bed of my truck. Below is a list of my requirements, I'd love to get people's input on gear they've found that may meet my needs.

Secure bed storage:

1. Water Resistent
2. Able to fit a collapsed stroller (37″ L x 20″ W x 14″ H)
3. Can be accessed when something is in the bed
4. Holds enough weight to have my Rincon 650 in the bed of the truck (750 lbs wet)
   

Topper:

1. Easily deployed and collapsed for when we take the dogs somewhere. No special tools or lifts needed, just a regular tool kit and 20 minutes of time.
2. Mostly water-resistant during heavy rain.

My current thinking is something like the Decked System, and perhaps a Soft Topper. My issue with the Decked system is the kiddo's stroller won't fit in the drawer. If there was a topper for my bed that's similar to the hardtop Jeeps, where I can remove the top and sides, that would be ideal, but I'm not sure anything like this exists.

This may not fit all of your needs, but here is what I have built for secure lock storage. They’re bed drawers, 3 on each side. I got the containers from The Container Store. They are fully waterproof. Total build was around 200 for boxes, plywood, paint and hardware. I pack everything in the boxes from tools to camping gear to food etc. The whole system also removes from my bed if necessary in minutes by myself (to load a quad or anything else).
