Btw. I‘ve found the website for the tunnel:NP Los Picos de Europas might be worth a visit for you. For getting to Northern Spain I recommend an often overlooked route. Because you could cross France more or less in the middle and get to Bielsa tunnel south of Toulouse. Nice winding road up and down to the top and there is the tunnel. It is usually open 365 years of the year (except severe weather and so). You enter Spain then in the also interesting area north of Huesca.
