Noob Question - Road Categories

I did try a search but am coming up empty, both here and on the internet in general.

As I've been looking for trips to plan here in the Northeast I keep seeing "Class 6" road or other number.

What does this classification mean, and is it the same and each state, or different?

Here is what I found with some preliminary research. The following link is to New Hampshires classification of roads.

I couldn't find a detailed explanation of classification in my home state of WA, but it seems the higher the number the more "offroad" or unkept it is likely to be.
