Least expensive would be rough country lift kit for 4runner. Re use all your old suspension parts. The kit is for front and back for about 170. Bucks. Google it.
I went with a Toytec lift but in doing my research found a lot of people are very happy with a Bilsatein 5100 setup. This YouTube video had some good info on the subject and he goes over the install as well. The video is for a 5th gen 4runner but the process is going to be very much the same on a 2006 model.
Bilstein 5100s are pretty good, I have it on my 03 4runner with Dobinson springs all around. So far I'm happy with the handling on the highway. Haven't gone off-road yet.
