Given how Kali and CARB works and the challenges that presents, it wouldn't surprise me if both sides are essentially telling the truth.

It may well be that Cummins tried to submit a request, but their request doesn't fit the CARB template. Odds are good there are fields which don't fit this situation. So Cummins sent something, but CARB viewed it as incomplete and sent it to the circular file. After all, you can't expect a California bureaucrat to lift a finger in initiative to help an evil money-grubbing capitalist corporation. So from CARB's perspective nothing has been submitted.

It was 20 years ago when I worked for Hooker. Windows 98 was the hot thing in technology then. I doubt anything was being done electronically then, but I would think it would have changed by now.

My bet is that Cummins doesn't want to try to play ball with the bureaucratic mess that is Kali, but they don't want to publicly admit that either.

This right here, the political climate in Kalifornistan measured against the potential profit to Cummins is going to be totally out of scale.

All it takes is one environmental activist lawyer suing, which will be filed and heard in CA courts and any potential profit will be wiped away in several orders of magnitude.

As long as California continues to elect idiots, I wouldn't expect any of that to change.

But I suppose you could buy an older Jeep and swap the tub, so you are effectively repowering a pre-emission vehicle, since the requirements are based on VIN#

This smog stuff is messy. I see your from SD so this will make sense. My burb has a 454 that wouldn't pass smog in Valley Center because the test is an idle test since the assumption is it would mostly idle in rural farming communities. Thus I was able to purchase it for a scrap price of $300. I was going to register out of state but was told to register it in Poway, wait 3 weeks and re-smog it. It passed with flying colors as a city vehicle, (different test). I also learned that I could have registered in Pine Valley, Descanso or Julian and skipped the process all together. Up to you but it may be the easiest solution and you would not get jacked up for out of state plates down the road.

They should, at a minimum, allow case-by-case review. My Jeep is 30 years old and the shitty ECM that was used at the time was only used for about 1-1/2 years. There are no replacements to be found (been searching two years) and mine is not repairable. So far the only CARB legal "turn key" swap I can find is a 6.0L Chevy which I do not want!. Yeah I can tear down a similar year truck and swap over the engine and smog stuff but for the beginning mechanic like me...I will struggle figuring out the wiring, etc. It would be a mess. Not that it will do any good but I am not going to let up with emails to CARB about this crap, imposing a blanket law that no diesels into a gasser are allowed post 1976.

It's actually not that difficult to do an engine swap here. I've personally done or been involved in 14 to date. All CA legal. They will be expensive though.

To be clear you have deezil swapped or gas swapped, as my understanding is one is verbotten and the other not so much.

If you didn't intend the post to come across as hateful then I understand and I appologize for calling it out but please try and put yourself in someone else's shoes who can identify as transgender or LBGT in some way.

Gas only. The 2.8 made me look into diesel. A few years later I changed my mind. Engine swapping is isn't bad If you don't need to worry about custom adapters, flex plates...... That's what I was seeing with the 6BT, 4BT swaps. Years later some of these custom adapters broke. What do you do when the guy who made the "kit" has been out of business for a couple of years.
