The mounting brackets are particular to the roof rack you're using, although I think ARB sells 'generic' ones for standard roof racks. I have a GOBI, and purchased the mounts specifically for the awning from GOBI...

So, no, this would just be the awning, no mounting brackets.

i've had no luck getting a quote for UPS Ground :(...

Looks like the tube holding the awning is around 30lbs, 60" tall, 6.5" in diameter. Not sure why the UPS web site won't give me cost for Ground shipping...
