In the 70's and 80's that was a popular thing to do on the desert motorcycle race areas. They would also string wire between Joshua trees. Barstow to Vegas was a big one for that. We use to call them Eco Terrorists. It was bad enough that we had people patrolling the routes all night before a race.

If what they do is life-threatening, they are terrorists. Oregon reminds me of that old Simpsons where the daughter becomes a hard-boiled protestor. When an adult asks "What are you protesting? She answers "Whaddaya got?"

I would not say that doing something life threatening in and of itself makes them a terrorist. However I would absolutely agree that it makes them criminal. Punji spikes are meant to mame or kill. I realize the intent here may be to pop tires, but someone could fall onto them. At least criminal with intent to injure or kill.
