A come-a-long or a ratcheting strap winch are fairly inexpensive, albeit manual, winches.

Using plastic tube clamps to hold on an axle seems irresponsible at best. I also can’t figure out what that double heim joint looking thing is for. It looks like it fixes the axle height, but then there would be no movement of the axle.
