As J.W. mentioned above, plywood, even Baltic Birch doesn't like water and can warp or delaminate. A better material is MDO (medium density overlay) which is an exterior grade plywood. It is commonly known as sign board as it has a smooth, finished surface. Google it for a better description...
The included pack bag is a light canvas and would not provide any water resistance if you're going to haul it on top and in my opinion would not hold up to flapping in the wind if you on the highway very long.
