I think it's more of a legal/licensing issue, since you have to have different permits for HAM vs GMRS or none for CB. Also, I think you can pickup most frequencies with HAM but you're not permitted to transmit since you're overpower (I think that's why, anyways, but I don't have my HAM license...

It's more of a large parking area but yeah people have camped there. I tried once, but it was too windy for my taste. Just stay left going up the trail (that's right across the street/gravel area from the Lions Head Campground). It's quite a ways, but you can't miss it since you'll literally run...

No, I've been up there a few times in the last couple months. It's actually probably one of the cleaner dispersed camping areas.
