Technically the ground cab be placed anywhere. The battery is the most commonly recommended location but any body panel that is well grounded will work. I once used a seat bolt as my ground and it worked well.
There shouldn't be any continuity between the center conductor and ground. Who is the mounts manufacturer? I would start there. If you have a manufacturing defect it should be warrantied.
Outside I'd say go buy new cabling and fix it right.

I don't expect such a draw to be a common occurrence. The only time I foresee such an event happening is if the D710 is beaconing APRS data and I am working HF at the same time. As such the draw would be brief. Regardless I want to ensure that such draws are accounted for.

OK so thinking of a simple solution here. Why not add a battery and a solar panel and call it good? Both are fairly inexpensive, easy to add it, and keep you up and operating no matter what.
