Im planning a trip for NYC in october.
I'm from Colorado but have spent a lot of time in NYC over the years. Some suggestions to tick off some of your boxes:
First things first get a MetroCard for the subway/buses
Food:
Lots of ever changing options here. Don't miss the food carts/trucks! Carts will be everywhere around the tourist spots. Some of the best falaffel I've had was from a food cart in front of MOMA. Go with your nose and check for the NYC inspection grade (Must be posted. A is best followed by B and C...) it will tell you how clean they were on the last inspection. As for food trucks see if your plans line up with "The Cinnamon Snail" or "STUF’D Truck" Lots of others that a great as well. expect lines for the famous ones. For dessert take the subway B, Q, R trains to Brooklyn get off at Dekalb Station and you'll pop up across the street from Juniors Diner. Food (meh) you're here for the Cheesecake! This is a great stop if you head out to Coney Island (Q train) for a day at the beach, boardwalk or amusement park. Grab hotdogs at Nathans. Come Oct you'll likely have the beach to yourself bring a jacket/windbreaker as the winds that time of year can get cold. If you don't go out to Brooklyn there is another location in Times Square but it's more expensive and usually harder to get in and out of.
Military:
Visit the Intrepid! It's a retired Aircraft carrier that is now a museum

I was in NYC the day they flew the Enterprise into the city for display. If you like military history and hardware, this is a must see.
If you do the "standard" Battery Park, Ellis Island / Statue of Liberty I'd suggest splitting it into 2 days and adding a tour of Fort Wadsworth.
It's on Staten Island so take the free ferry across from Battery Park (provides more views of Lady Liberty) walk (kinda long) or bus down to the fort for a tour.

Guns:
NYC is one of the stricter areas in the US for guns. Not so much available in the city. ! If you would like to shoot while in NYC try to get in touch with the Metropolitan Rod & Gun Club in Brooklyn. Last I knew they had a range though I'm not sure it it is members only. For this activity plan a trip to Las Vegas >:) or other places out west.
Off road:
Not much in the city. Upstate opens up lots of options. I've heard that a few schools have opened shop within a few hours of the NYC. Never used any of these outfits just heard about them.

Other suggestions:
Take a Circle Line tour around the island.
https://www.circleline42.com/ Late afternoon or evening offers great views and options for taking pics of the city. Evening are usually wine and dine cruises. They leave from the pier just down the block from the Intrepid so good thing to do after a day visiting the Intrepid. they also offer a Bear Mountian cruise that might be available when you are in the city. I've not been able to make this cruise yet but it's on my list.
South Street Seaport Museum is about a 20 min walk up the FDR from Battery park. Offers tours of historic Sailing Tallships. If you are there on a day when they offer the sail of NY Harbor don't miss it. They take you out on one of the tall ships for an afternoon sail. I'm not sure if they still sail in Oct I think it would be weather permitting. They also offer lots of tours of the old waterfront historic area that are interesting.
