Jesus, no wonder you wife wants to penny pinch. I just looked up the midland radio prices.
You will be able to get mobile, HT, and upgraded antennas for both and still have money left over.

Quad lock for phone case/mount and charging, bulletpoint for mounting to the truck and bulletpoint for tablet mount. Way more sleek than ram mounts, has custom vehicle specific mounts, lighter, rock solid and looks good.

Midland is a good bet for plug and play. If you are willing to learn a bit and use your computer to program a radio you can get a decent radio for like $40, and be able to listen on far more frequencies

I suggest getting one of the above and using...
Like above, get what the people you go with use.
Truth be told CB is mostly dead. The only reasons that I have one in my truck is for NOAA weather alerts and the PA function. In my area I rarely hear anyone on any channel, and truckers have almost completely transitioned to uhf/vhf radios now...

Have bears broken into vehicles? Yes
Does it happen often? No, despite what the internet says
Shawn
For all your programming and deprogramming needs you need to be using CHIRP. Doing it on the radio is usually not fun or fast. Be aware that the blister pack radios do not support computer programming.
I can recommend the Tidradios, I have and use both the GMRS and HAM version. They are easy...
