There is scattered open camping (first come) but there is a pit toilet near the parking area of the lake. There have been plenty of spots when I have been there during July.

Sheriff and DPS are only professional SAR. TEXSAR and Texas Task Force 1 are volunteer, but made up of a lot of first responders with extensive SAR training. There are others as well, but it is rare that an agency would charge except for air evac.
I will just add that locking it all up is great and I do lock up as well. When your lock fails, make sure you have something to cut it off with. Make sure you bring a bolt cutter in your rig!
