You are correct ! Just got off the phone with the FCC Help Desk. The change in fee schedule is currently hung up in Congress. They currently have no idea when the new schedule will be adopted. Guess I'll just have to pony up.

Your axle vibration is caused by cheap replacement axles. I went through this same exact secnario last year. The only way to get rid of it is to use your factory axles. If you have your old axles, clean,repack and reboot them. Your vibs will be gone. All of the replacement axles are cheap...
