What about those cheap, crappy radios? ;) A radio having the frequencies opened up to ones they're not supposed to use doesn't make them valid/legal for use. There have been resellers/distributors that have gotten into trouble for selling such radios...
They're not in stock now, but at the time I was able to order mine with the adhesive disks from here - Expedition Essentials Quick Paper Towel Holder w/stick on discs - since our trailer is aluminum.
We use one of these in our trailer, having a spring-loaded "flat" keeps the towels at bay so the wind doesn't cause it to unroll and makes it easy to tear off a sheet with one hand...

You're right, I was thinking of the GMRS license fee which was $70 and was reduced to $35. Apparently the FCC is now including ham licenses in this fee structure.
