Training is everything. If you have it, know how to use it. It's too easy to carry something on the basis that someone else may be able to use it. There may not be someone able to use an item in question and time is wasted...

Water you'd drink is perfectly fine for irrigation of a wound in the field. A 20cc or greater syringe is useful for forceful irrigation but a water bottle with a sports cap or a hole in the cap is generally fine...

I think firstly you need to define what you regard as an emergency requiring radio communications. Medical, vehicular, environmental, etc...?
The area you foresee any potential emergency occurring in that requires the use of radio communication is the next thing to consider.
