Looked it up and the simple answer to my second question is NO, Ham cannot talk to CB.

So if you pay for a general "technician" license (no test?), can you broadcast on your mobile ham radio? Will ham be able to communicate with others who have CBs?

Thanks V_Man. If you want better range if you are outside wifi, do you need to have 3G, 4G service through a provider like Verizon or ATT? I have a cell phone so I don't necessarily need another phone...?
