I'd chose Thuren Fab over Carli. Don't get me wrong, Carli is an ok company. But they've got customer service issues and have had some recalls. Most of there stuff is set and done. You can go more custom with Thuren and Don always answers his emails. I like that I can reach out to the owner anytime.
I'd say it's a safe wager that most don't even bother to attempt to wheel their rig in stock trim. I've done a ton of trails stock. That's how you learn your rig and it's limits. And that is the best way to plan a build, with experience.

I think the big difference is the forest service or BLM is usually attempting to maintain roads and check on the conditions. How rough or passable they are is another subject.
